Adjust the oven rack to the middle position. Preheat to 450°F.
Line a large baking sheet with foil. Grease both sides of wire rack with vegetable oil or cooking spray. Set wire rack inside of a rimmed foil-lined baking sheet.
Pat chicken wings dry with paper towels.
Whisk together baking powder, salt, and black pepper in a large bowl. Add the chicken and evenly coat with mixture.
Place chicken on wire rack and bake for 20 minutes. Flip and continue for 15 minutes. Cook until the skin is golden brown and crisp and the internal temperature reaches 165ºF, about 10 minutes longer.
